With the WaA numbers it was used/kept by Germans, even has the H (heer) property stamp.

I think Ham is stating that it was likely German used based on the serial number, the condition, and where it was found. You can't tell the difference between whether one of these rifles stayed in Germany based on the Waffenamt inspection markings or H marking because they were all marked in the same way initially.

Port 1941

There is some confusion regarding Portuguese contract rifles with the E/H stock acceptance.
Rifles with the service acceptance stamp only indicate that the rifle was assembled in late 1941 and into early 1942 when the
full stock marking and acceptance group was in place.

Remember that nearly 50% of the contract was actually built in 1942.
All of the rifles with a single WaA135 stock acceptance stamp are likely 1942 assembled as the simplified marking and acceptance system
did not get implemented at the start of 1942 production.

Rifle for this contract was run concurrent with regular K98k production and underwent the same inspection and
acceptance process as regular non-contract K98ks, so we can follow Oberndorf acceptance patterns to establish an approximate manufacturing time
frame.

There has been good record keeping on the serial number study to identify German used weapons as opposed to ones that
were delivered to Portugal. About 10,000 rifles of the contract were diverted to Wehrmacht use, either as needed rifles or due to the last part of the contract going unfulfilled due to problems with Portugal.
