I'm not 100% positive, but it looks like "Benzinschutzhandschuhe".
Petrol protective gloves.
Most likely for a Luftwaffe soldier at an aircraft filling station/tank truck.

I would say the same, a borrower's ticket/acknowledgment of acceptance about 1 pair petrol protective gloves. Borrowed on September 16, 1944 and returned on December 11, 1944.
 
Does this form seem to be the equivalent of the US Army Hand Receipt which is used to account for the temporary loan of equipment?

That's what I figure. We use those here in the Air Force. Can't trust people to return your crap! Lol. Same way back then!
