IMO, the cartridges being pictured are pre war Polish sS ball, repacked loose. The caliber is not on the head stamp, so the EU requires a dot matrix engraving on the cartridge case identifying it. They have not been "rebuilt" and are original. While good quality 80 years ago, those primers are probably getting a bit iffy. I have shot thousands of these same Polish rounds. Just my $.02. JH
