This is a clearly, unequivocally, 100%, postwar Italian shelter quarter with a fake ink stamp. The ink stamp even looks ridiculous. They used these up into the 80s. They may still use them. They are easily distinguished from wartime Italian camo. The postwar is more the brick red color you see. The wartime is a chestnut brown. The fabric is a looser / courser weave on the wartime than the postwar. The wartime buttons are a phenolic resin not plastic as on the postwar. Pics of the fake / humped stamp first:
