I agree, Polizei P.08 holster, as typically police holsters fastened from bottom to top like that, military holsters usually top to bottom...if you understand my meaning.
Of course there are no absolutes, except it is a Luger holster....
Value....$125 to $225, (in my AO anyway) depending if there are any unit type markings, and condition in hand...

P08 commercial poilce holster
A police holster the strap goes up with a stud , instead of down with a belt buckle. Thats the first way to tell. Most are commercial like this one. Some have police proofs that can nail down the vintage. Some have the pistol serial number stamped on the back. This seems to have none. It could of been a replacement type that was never marked.. Value is what was already stated.. maybe a tad more if you get lucky.
