Did the Norwegians cut all of their front sights for front site hoods?

What is the Circle A by the triple waffenamp marking?

I purchased this rifle a few years ago at a Milsurp gunshow in Washington State. It was in a Yugo Capture stock, but otherwise looked good. I was fortunate to have a Norwegian Stock sitting in my garage that I had purchased on ebay previously. It is a fantastic looking Walnut stock that has not been messed with. Its one of my favorite K98's to shoot and is definitely nice with the way ammo is these days. 30-06 is much easier to find then 8mm.

I have yet to see a Norwegian refurb without the sight hood slots. The "A" in the circle is the marking of the man responsible in Norway for the work done to the rifle. His last name starts with A but it escapes me at the moment.
