Is my Luger a rework?

Have this Luger with 1918 holster and a non matching magazine plus a spare fxo late WWII magazine. It has a strange lever holding a side plate on. Numbers on Luger all match... What do I have? Was it issued in both wars? It came to the US via my great Uncle who was in the Army as a SGT with the 366 Field Hospital in Europe. Did not get a story about it from him as he drank himself to death and passed in 1964.

incase you didn't know..The added sear safety is a dead giveaway for a Police Luger. Doesn't appear they added any extra marks when they upgraded these for the Police.
