CE 41 Russian Capture - crack in trigger guard, safe to shoot?

My RC has a crack in the stock behind the trigger guard. I've heard this is a pretty common "stress crack", is that true or am I looking at recoil lug issues?

Also most importantly would you be okay shooting this rifle in this condition? I was hoping to make this a shooter

Recoil lug looks great. I tighten up every single recoil lug I come across, as they do come loose over long periods of time. So you may want to do that, just as a precaution. But the "crack" you have is not from a failed recoil lug. That section of the stock is not load bearing at all. Its actually just a lamination separation. You could totally ignore it, but if it makes you feel better you can carefully put some wood glue in it and clamp the stock together tell it dries. Stock will make a great shooter stock.

Many old Military and Commercial Mausers have similar cracks. I would not worry about it. If you are still concerned you can always add some crazy glue, clamp and let dry and then re-assemble, but I doubt that it will get any worse if you shoot it.
