Hey Brian I recognize that mount ! When i got it there was a BCD DOW in it. Chuck struck gold when he found that scope. I have a lead on another phosphate BMJ also.

Not sure maybe 50s. Definitely for a scope that has windage adjustment

I have found S&B to be good also. Have shot my LT in vintage sniper matches with S&B 196gr and did well.

split rings would be Accumounts

Unscrew cap on top of dial. Remove screw underneath. Remove dial. Remove 2 screws under dial that hold saddle to tube. Saddle should lift off. Then reassemble.
