Ajack top mount

Trying to figure out what this mount was originally for and when it was made, only marking I can see is “49”. It is for sale by a Gent down the road from me, may well be a hunting rifle mount but unable to find anything about it online.
Any assistance in identifying it would be much appreciated, I may purchase and mount on a Voere Shikar I have in .308

It’s pretty cool. Like a poor man’s turret mount.
I haven’t seen one like it and can’t locate anything either.

My educated guess is it could be pre or just post WWII design, Buehler made a similar kind of windage adjustable mount that Leopold coped for there Standard scope mount that is still sold today..
I did find a picture on snipers hide of a mount like this one paired with a Ajack 2.5x70 optic..
