Is pre-war 9MM really this rare?

I reckon someone with a Luger rig of that date needed it Klink. 9mm got gobbled up wartime, postwar, etc., too.

My guess it has more to do with the headstamp than the ammo....It appears to be from Lot # 1 of 1938, with an RWS headstamp....maybe a police contract? Also note the odd reinforcements on the corner of the box....

There has to be an explanation why they went so high....
