Why do you think it is a rework? the reworks I've seen have the strap riveted to the back of the frog and not through the slits in the front, a lot simpler as you don't have to undo and restitch the whole thing.
 
Brass rivets would indicate an early piece and the straps were removed late in the war. It is an interesting variation. I hope we all get to learn more about it.
 
Already answered, but the answers were lost. The rivets are copper /brass combination, which are problematic for me, same as it looks it was blackened and later cleaned? the secure strap were added later, i personally dont like the stiching.b.r.Andy
