Mauser e/63 to e/655 change over question

Hi guys, does anyone have any information on the time frame when the Inspection proof at Mauser changed over from e/63 to e/655 ? I picked up an all matching R block 1939 code 42 rifle that has all e/63 inspection proofs except for the final stock acceptance proofs which are e/655. I'll post pics once I get a chance, but it was my understanding that this change over did not occur until 1940?
 
Late 1939. I had a "w" block with a mix of E63 and E655 so the transition occurred around that time.
 
My 1939 s block has one e/655 on one of the action screws which is numbered to the rifle. Everything else is e/63.
 
Here are some pictures of the one I had showing some of the markings. Most of the rifle had the Waa or Eagle 655 markings except the bolt body, retaining screws, sight sleeve and receiver.
