Replica for training made of solid wood

Hello,

I am looking for the source of this Rifle Replica. It's not an airsoft gun and it doesn't have any barrel, just plain wood with metal accessories.
I am not sure it's manufactured in bulk or from recent years, but if anyone has any idea...

Stage prop? Over ambitious dad making the boy a front yard 'war' toy? (not that kids do that anymore). Possibly a parade 'rifle' for some 'nanner republic?
 
I don't have any more picture than that. Been sent to me by a friend who would like to get the same.
Maybe Iron Bender is right... possibly a custom made but I doubt. Was purchased by a government originally.
 
My money is on some kind of drill or presentation rifle used where even a deactivated gun would be problematic. I could see some university ROTC using that, for example.

Do you have any idea what government used it?
