Pretty specialized skill set, mounting and zeroing optics. Why would an optical company have personal to install buttplates ? If they did, being an off the line service rifle and already fitted with a standard buttplate, anyone could do it. You wouldn’t take the chance of damaging a potential sniper rifle by shipping it with no buttplate. My guess would be it was done just after test firing. They would have been pulled from the line and sent to the proper department. Most of the shortened safeties had the Mauser RW mark and were made in-house . It would take 10 minutes to add a shortened safety and sniper butt plate to a weapon already fitted with a regular butt plate and safety .
